Explosives and fireworks licences

A licence is required to manufacture, import, store, transport, supply, handle or use explosives and/or security sensitive dangerous substances.

Amended Explosives Act 2003 and new Explosives Regulation 2024 commenced 1 September 2024.

Security clearance for handling explosives

A security clearance is required to have unsupervised access to explosives, explosive precursors or concentrated ammonium nitrate.  You can’t successfully apply for any explosives licence without one.

The blasting explosives user licence authorises you to purchase, use and dispose of explosives and/or security sensitive dangerous substances, as well as store them if authorised.
